What it means
Ten minutes is a common interval for syncing data, refreshing caches and sending batched notifications. It is frequent enough to feel current, and far enough apart that a job taking a few minutes will not collide with the next run.
Because 60 divides evenly by 10, the gaps stay equal across the hour. That is not true of every step. */7 runs at 0, 7, 14 and so on up to 56, then again at 0, which leaves a gap of only four minutes at the top of each hour.
